DISTRICT POLICIES


ATTENDANCE (FILE CODE 5113)
Board of Education policy states that students must be in attendance for 164 days in order to be considered to have successfully completed the instructional program requirements of the grade/courses in which they are enrolled. Therefore, all students are expected to be prompt and in attendance when school is in session. Absences may include the following: personal illness, illness in the family, death in the family, an appointment with a doctor (if it cannot be made outside of school hours), religious holidays and unforeseen emergencies. Parents must notify the attendance office at (973) 292- 2200, ext. 8066 when their child is absent.


INTERNET USE POLICY (FILE CODE 6161.3)
Access to school technology and Internet services are considered a privilege. Anyone who does not adhere to the Board of Education policy on Internet use will have their privileges revoked and may be subject to disciplinary action. Anyone who does not have a signed Internet use agreement form will not be allowed to access the Internet.


Out of School Suspension
Students who receive more than 5 days of out of school suspension are eligible for Bedside Instruction. This will be arranged by the guidance department.


PROMOTION, RETENTION AND PLACEMENT (FILE CODE 6146.2)
Students who meet all grade-level criteria and attendance requirements are eligible for promotion to the next grade. Eighth grade students who fail more than subject may not be eligible to walk at the graduation ceremony. Students who are placed may be required to successfully complete a summer school program and to automatically enroll the following year in the homework tutorial program. Students who fail multiple subjects for the school year, or who have not met attendance requirements or demonstrated appropriate behavior are candidates for retention.

 

PUBLIC COMPLAINTS AND INQUIRIES (FILE CODE 1312)
Any parent or student having a legitimate concern or complaint regarding school policies, academics or disciplinary matters should follow the sequence below in an attempt to resolve the problem. Every effort should be made to achieve resolution prior to advancing to the next level.
• Contact teacher/staff member to discuss the concern.
• Contact the team leader or guidance counselor to address the issue.
• Written complaint to the staff member’s immediate supervisor.
• Written complaint to the principal who will investigate and respond promptly (10 days).
• Written complaint to the Superintendent who will investigate and respond promptly (15 days).
• Written complaint to the Board of Education who will investigate and respond as quickly as possible.


TRANSPORTATION (FILE CODE 5131.1 - NJSA 18A: 25-2)
All bus routes will be designated in accordance with state law and the rules, regulations and recommendations of the State Department of Education. The transportation coordinator schedules the bus routes and notifies all bus students and their parents of their assignments prior to the opening of school. Please call the transportation office at 292 2066 with any problems concerning scheduling bus routes and bus stops. Good conduct is essential while being transported to and from school. The driver is responsible for maintaining order. Pupils may be excluded from the bus for disciplinary reasons and their parents shall provide for their transportation to and from school during the period of exclusion. Concerns regarding bus conduct should be referred to the assistant principal. Please review the attached policy.


Vandalism (File Code 5131.5 NJSA 2A:53A-15)

The Board of Education charges each pupil with the responsibility for proper care of school property and the school supplies and equipment entrusted to their use. In accordance with the laws, pupils who cause damage to school property shall be subject to disciplinary measures and their parents/guardians shall be financially liable for the repair or replacement of damaged goods.


Zero Tolerance for Guns Act
This prohibits the possession of a weapon or imitation weapon on any school property, on a school bus, or at a school-sponsored function. According to the law, a weapon is anything that is used in a way to cause bodily harm. The law applies to all students and does not distinguish between “accidental” or intentional possession. Reasonable suspicion or confirmed possession of a weapon, as well as imitation weapons, will be reported to the appropriate law enforcement agency. Any student found to be in possession of a weapon is subject to immediate removal from school.



FACILITIES


Computers
Frelinghuysen Middle School uses a combination of computer labs, classroom computers and laptops on a mobile, wireless computer cart to provide students the opportunity to acquire, practice and apply technological skills. Students receive instruction in word processing and computer applications in the cycle courses. In addition to the labs, computers and Smartboards are utilized within classrooms.

Industrial Arts Technology Lab
The industrial arts shop includes all of the equipment necessary for students to create projects from wood and other materials. Under the supervision of the shop teacher, students have the opportunity to plan, construct and test original projects while developing proficiency in the Cross-Content Workplace Readiness Standards.


Library Media Center
The media center provides students and teachers with an organized and extensive collection of print and non-print materials. Our media specialist serves as a resource person for our staff and students. Since our library media center has so much information to share, it is important to develop within students the necessary skills, positive attitudes and sense of responsibility that lead to productive and successful use of the media center. All borrowed items must be returned promptly so that other students may also benefit from their use. Fines will be assessed for damaged or lost items.

 

Sports Facilities
Our school has two full size gyms, boys' and girls' locker rooms, a weight room, tennis courts and extensive playing fields. These facilities are used in physical education classes and in supervised extra-curricular activities.

 

Synergistics Lab
The Synergistics lab includes twenty-four computer-based workstations that are specifically designed and equipped to permit in-depth studies in a variety of high interest areas. Included in each module, or unit of study, are opportunities for students to gain skills in the areas of math, science and technology.


SERVICES


Cafeteria
Frelinghuysen Middle School offers a hot or cold, well-balanced lunch to its students each day. Menus are published in advance and posted in the cafeteria as well as on the web. Snacks and ice cream are sold daily. Free or reduced priced lunches are available for qualified students in accordance with Federal and State guidelines. Parents may open a “lunch account” by prepaying the cafeteria. Student ID’s will be “swiped” for accounting purposes for free or reduced lunches or pre-paid lunches. This year, Frelinghuysen will participate in the National School Breakfast Program. Students receiving free or reduced lunch will receive the same benefits at breakfast with no additional paperwork.
• Breakfast will be available to all students during homeroom only.
• No money will be collected in homeroom; all meals must be prepaid in the cafeteria the week before. Payment may be made in cash or check made out to the Food Services Dept.
• Reduced Breakfast is $.30 and a Paid Breakfast is $1.25.
• A monthly menu will be distributed the first day of school. There will not be any choices or substitutions allowed.
• Students who are absent will be credited for their meal.
• Breakfast will not be offered on half days or delayed openings.
• Lunch is not served on half days.


Child Study Team (CST)
The Child Study Team consults with parents, faculty and administrators in order to provide educational programs and services for students determined to be eligible for special education services. At Frelinghuysen, the CST is composed of two psychologists, a learning consultant and a social worker. Each child receiving special education services is assigned a case manager whose primary responsibility is to implement the student’s Individual Education Program (IEP) in conjunction with teacher input and parental consent.


Communications
Students and parents are always welcome to seek out appropriate school personnel if they need information or have concerns.

Formal communication during the school year is accomplished through many vehicles:
• The Insider, produced in cooperation with the HSA, is put on the website five times a year. This publication is intended to keep parents up to date on what’s happening at Frelinghuysen.
• A daily bulletin is published with day to day information and upcoming events and will now be shown on a monitor outside of the main office. Students are encouraged to listen carefully when the bulletin is read. The bulletin is also posted for students to read and on our internet web site, www.frelinghuysenmiddleschool.org.
• When necessary, we will send notices home via our students. Parents are encouraged to ask for such notices on a regular basis.
• Telephones have been installed in each classroom and a Voice Mail system has been implemented so that parents will have direct access to each teacher or staff member. Please refer to the telephone directory for staff extensions.


COUNSELING SERVICES

Counseling is available for students who are experiencing academic, social or emotional difficulties. Parents who believe that their child would benefit from individual or small group counseling are encouraged to contact a guidance counselor or the student assistance counselor. Support groups that have been offered in the past include a peer support group, an anger management group and a bereavement group. GUIDANCE
Frelinghuysen Middle School maintains a student-centered guidance program. As such, each counselor will remain with the students through grades 6, 7 and 8. Guidance counselors assist students by discussing school-related and/or personal problems, conducting conflict mediation, advising students about course selections, and exploring high school and career options. Meetings with the guidance counselors may be made by contacting the guidance secretary between the hours of 8:00 A.M. and 2:30 P.M. at 292-2200, ext. 8070.


HEALTH
During school hours, there are two full-time certified school nurses available at all times. The school nurses examine students periodically according to the following schedule:

Growth and development: Yearly
Vision screening: Grade 8
Tuberculosis screening: As required by the state
Scoliosis screening: Grades 6, 7 and 8
Audiometric screening: grade 8


• The school health program focuses on health promotion and disease prevention and is an integral part of the learning process.
• All 7th graders must have a physical examination, preferably before entering the 7th grade in September.
• The school nurse is the only one permitted to administer prescribed medication in school. Before any medication is administered, the nurse must have written permission from the parent/guardian. The original prescription container with student's name, dosage, time of administration and doctor's name must be left in the health clinic.
• If a student is injured or becomes ill at school, he/she is to report first to the teacher and then to the nurse's office. The school nurse will assess the situation and, if necessary, contact the student's home. It is essential that the school know where parents/guardians can be reached at all times so that each student receives appropriate, immediate care. As such, all students must have an updated emergency card on file at all times. If a child calls home stating he/she is feeling ill, parents/guardians must speak with the nurse’s office before arranging to pick up their child.
• A student who cannot participate in Physical Education classes must present a doctor’s note to the school nurse during homeroom. At that time an excuse slip can be obtained and given to the P.E. teacher. This note must include an expiration note.


INTERVENTION AND REFERRAL SERVICES (I & RS)

The I&RS is a school-based team of teachers, counselors and administrators who are trained to design pupil assistance plans for students who are experiencing difficulty in school.
